What I would cogitate about is this; if heat your house by oil is doing that to your roof, picture what it's doing to your lungs? Sorry, I have other thought that heating by grease is unhealthy. But I know that that's not the answer that you're hoping to hear.
However, soot from oil-fired heat flues washing down onto the roof, characterized by alike pattern of staining around and below the chimney is probably an indicator of an operating problem beside the heating system. I notably suggest calling a professional to check that out.
