I bear it that the radiator is situated near a source of hose down ie. wash mixing bowl or toilet. We had one right by the toilet which started to rust. What you requirement to do is use a brass wire brush and remove any loose rust later paint it (when cold) with a proper type of enamel paint. Try to protect it while it dries and it will filch about 5-7 days for the curing process to finish whereby the paint go really hard.
All you can do after is to occasionally polish the radiator (like you do a car to protect the surface) and it will abet to protect the metal and stop rusting. If you do see any deposits of water bubbled on the surface you can a short time ago wipe off next to a dry cloth but remember to Polish on a regular basis. If your radiator is really bleak with rust you may all right have to replace it consequently do as the above to stop it happening again.
