How do I fix (not shut off-I did that already) an outside faucet that won't stop running?
Replace the washers Mr. G. is right but since you do all that change the washer.
you will have to shut off at your leading, then you will need the repair gear for that type of faucet, can probably be purchased at any local hardware or plumbing supply, your packing nut is probably worn out and is not turning the stem in far enough to shut bad the supply You didn't say what you did that didn't work. If the washer replacement doesn't work the seat may be bleak that the washer sits on. It should feel smooth it you rub it with your finger.
Answers: I would just replace it. The new one should cost smaller number then $10.00, and only clutch 5 min. to change out. To try to repair it will take profusely longer and lots... more frustration. Oh yes, don't forget to turn off the main marine supply first.
