We have an elderly house in Kenosha and updated most of the electrics. Our lights start to flicker continuously starting at about 8pm every evening (except on Fridays and Saturdays -- trust me, I save track).
I expect a quick flicker if the heating/AC comes on, the fridge cycles, etc. But this is adjectives the time from the evening until about 6:30am surrounded by the morning. During the winter months, there is NO flicker at adjectives. We are not turning on any extra lights in the evening. The electric company come out and told us it was internal, but I freshly can't believe that. PLEASE HELP! I'm about to travel crazy. What do I do???

The flickering may be cause by a motor starting up, or if it's really rhythmic, some device that sucks a lot of power cyclically.
Depending on the frequency of the flicker, if it be coming from inside (say an electric water electric fire that unbeknownst to you is cycling due to a flaky thermostat), you might be able to see the electric meter speeding up and slowing down (tho' those discs that rotate are complex to judge).
An electrician should have an AC ammeter that can be clamped onto one or the other leg of the service entrance and that should show if current is person demanded in short bursts.

Years ago I was re-habbing a awfully old home within the city of Chicago. Houses are 4' apart. I was running a saw within the dining room which overlooked the neighbors kitchen. I noticed something style of amusing. Every time I started my saw, the neighbors kitchen light flickered. It must own driven them nuts, as every night I would be adjectives for a couple hours, until I finished the project.
Later I looked at the power line, and individual 50 years or older, the wires come into my building and his building from this very frail pole that was on private property, not the basic string of poles going down the alley.....so, I suggest checking to see what else on your splash is drawing ample amounts of current at that time.
