Answers:    To the best of my knowledge nearby are no 'minimum age requirements' to weld. It's not like getting a driver's license.

You CAN become certified to use mixed welding technique, but thats a matter of going thru the training, and completing a check... no age restrictions.

You WILL find tho, that many businesses will not hire someone for insurance reason...particularly contained by professions that could be considered dangerous, or at risk. And as expected, there are the child labor law (Im familiar beside those in the USA). Federal decree requires any business that has more than 15 organization to meet solid criteria. The child labor laws are designed to hold industries from taking advantage of children.
