You can wash the excess mortor rotten with muratic - acid, use a brush and pressure washer
alot of hard work. depending on how doomed to failure it is and how much is on ... you use a small chisel and chip it down and then wire brush it!
Why did this guy do such a swift patch job?? Whats he trying to hide?? Be sure to win a GOOD home inspection before buying! Try using brick cleaner. It might work, but it does remove a little of the surface of the brick, but that improve the natural colour.
Answers: safty glasses, and a wire brush, cordless drills work polite to with a wire brush, after the big chunks are rotten, use a dilluted solution of muratic acid and water, rinse ably with water/pressure washer,
