Answers: The chime escapement could simply be sloppy.
There can be a number of ways to trip the chimes, but....
Look for a toothed rudder which is attached to the chime weight.
There should be a pawl or pawls which release & stop the pedals at chime intervals.
If it is on a wire you can bend it toward the center of the rudder so that it engages the teeth rather deeper but does not drag
when the wheel turns.
The pawl may own an opposite running out which stops the chime.
If you can see which end is not adjectives at the start/ stop position & bend a little , should be OK esp if when the chime counterweight is all the method down the clock still keeps time.
Had an matured wall clock w/ exposed movement & just watch it
when it was supposed to chime & figure it out.
