What exactly does this mean & what adjectives is involved in the repair? Anyone consideration to break it down for me?

Thanks
Probably means he must "SPLICE" (Press connection) wires together at the point the wires enter the vertical pipe that comes through the roof (the weatherhead)

the weather come first, is the periscope looking thing where on earth the electrical cables from the power pole enter your home (usually at the top of the "mast")

The press nouns is a new one to me (may be a regional term). Maybe the crimped nouns between your wiring and the power company's, and/or the fitting of the rubber grommet/seal within the weather head itself. Looking forward to reading more just about press connections
Answers:    The press connections are at the point where the power co.'s wires connect to your wires at the top of the weather come first. They use crimps and a speacil crimping tool that resembles a pair of bolt cutters to splice the wires. It's usually the power company's duty to make this nouns but any reputable electrician should be able to brand the connection. They will also give somebody a lift care of notify the power company and such. Also they have to be licensed.
