Answers:    This is open-handed of vague within the NEC in US, however one in no doubt section states that you can not put public or adjectives areas on a individual dwelling units meter or panel. This is 210.25 surrounded by the NEC. It also states that only metering equipment and panel in that element will only supply circuits within that unit. If the multifamily element is on one meter however it should be changed.
