theres like this electrical buzzing outside my house and my neighbors. im freaking out cause my moms not home. ive hear it before it comes and goes but right presently its louddddddd.

what is it? is it dangerous?
This would most likely be from a security bedside light. They operate from a transformer above the bulb. Very often they will have a buzz i.e. loud enough to be heard. Go out and see if you can pin point it to the reading light.
Not a real problem, if furnished by power company just impart them a call and they will come out and repair it if necessary. It could be a sign of trouble, ... or nought at all.
Try to locate it, but don't handle or try to unstop
anything, that's noisy, just listen, and locate, so you
can report to someone qualified where to look.

If there's any heat or burning smell, ring for help.
USA Not enough info. Where is the pandemonium emanating from? A transformer on a pole? Contact the electric utility immediately. Your circuit breaker or fuse box should protect you from typical electrical problems, but if there are power surges you should UNPLUG all appliances, TVs, computers, etc... until the problem is solved. Here surrounded by PA two homes have had their appliances and TVs blown out this week due to electric utility transformer malfunction.

Don't take the chance. Unplug your stuff and telephone the power company.

It could be many things. Air conditioner, Street street lamp, Transformer.. Probably nothing to worry almost. But to be sure, look outside, if there is smoke or fire call 911. If not and you're in recent times scared,call your mom or a relative. A street bedside light maybe. I had one outside my apartment that made the most god awful crack until the bulb finally burned out.
