probably not. it depends on the type of hose down heater. if its a everyday electric water space heater then yes you would put aside money by turning it off.
ifff its a tankless electric marine heater, later no you wouldnt save any money because it merely heats the wet when you need it, a bit than heating a big cistern of water 24/7
