BAseboard heat suddenly stopped, where on earth do I start looking for the problem. Not the breaker.
It may have a thermal protector that prevents it from overheating. It should reset itself after cooling down.

If after the element cools down you need to check to receive sure the unit is getting power and that the thing is getting power.

If you are not comfortable working with flash voltage you should call an HVAC tech or an electrician.

Is this a short time ago one room, or a whole system?
Now you utter it's not the breaker, well, in that are only two components to an electrical system, one is power supply, the other is the baseboard itself, so one or the other is doomed to failure.
If the power supply is good, and the baseboard element is good, the solitary other thing is the thermostat.

You read aloud you are not an electrical guy, then by adjectives means friend, ring someone who is familiar beside electrical circuits, to be on the safe side. A heat or air conditoning tech is superfluous for these things, just a personage with electrical comprehension.
Answers:    I assumed you tested the screw or the wires in the breaker for electricity. You subsequent step should be to check the connections inside the heater after removing the chain nuts. If all is OK later I would test the control to turn the fry on and up to see if its alive. Then you can check the thermostat to see what the voltage is there. If adjectives is still OK then I would voice the heating thing expired in his sleep and is no longer near us here on earth
