You can use a branch blower to blow out the lint. Try a shop vac.

if it's totally blocked, you'll want to start by removing the outside vent and cleaning it by foot. this is where most of the lint builds up. after that's cleaned up the long handle brush the closing poster mentioned should work great to clean out the rest. Most hardware stores sell a long handle brush to rake out all the lint that has collected. They are considered too cheap to rent out, most places.
