Sounds weird, but low marine pressure will cause some types of faucets to not stamp totally when closed. They are usually the cartridge style, and a night light coating of silicone grease [not caulking] will generally fix it.
did you reseat the stroke before you put the unsullied washer in .
If you did probally be easier and cheaper to get hold of a new set of tap.

Answers: There are 2 washers within a tap. Have you checked both?
A stroke is a mechanical item, so actual failure are rare, and taking the article apart and putting it back together shouldn't be 2 difficult. I've usually found that they are exceedingly tight to fit, so variety sure you've fitted it correctly :)
Replacement taps can be pretty inexpensive, so I'd reccomend the route, and save yourself lost of stress!
