those are two revenue valves that be installed between your shower valve and the wet lines supplying your shower valve...You can put in the picture this because they are not part of the spigot housing its self. (pressure balancing shower valve have the paired valve built into the housing, are automatic....and they've just been on the open market for about 10 years or so....this spigot looks to be made sometime in the postponed 80's-maybe early 90's)
The function why I know this is because I'm a licensed plumber that works with situations resembling this almost on a daily basis)
Those takings valves are used by plumbers to turn the hose down off to the shower so that repairs can be made. In the photo it looks resembling the ends of the stems were sawed rotten to fit behind the frontage plate.

Those valve are needle valve used to balance the shower, so that if someone turns on the hot or cold touch in the house while you're within the shower, you won't get scalded. They are also used to adjust the hot and cold flow so that the sea cannot be too hot or too cold while showering.
If someone turns the cold water on, the hot dampen balancing spigot will reduce the amount of hot dampen so you don't get scalded!!

yeah there purely stops or valves for your hot and cold marine,they are there so you can work on the places of your shower valve minus,shutting the whole house wet down,ain't that nice.
