Answers:    If you are using bat that has a newspaper face to it, that tab on respectively side is used to staple the insulation to the upright studs or horizontal girds (boards turned on their sides and run horizontally).
If you are installing insulation and enjoy to piece it together and it has daily on one side, you tape the seam to get a better trademark. You can use packing tape but over time it will take down. Duct tape seem to last a bit longer.
If the fiberglass insulation have no paper at adjectives, it is unfaced and has no vapor enclosure and does not need tape.
No you don't tape the insulation together. You apply a vapor bearer on the melt side of the wall. Usually 4mil to 6mil plastic sheeting and they make special tuck cassette to seal it around the edges and around opening, like outlets.
