Answers: It's unusual for a heating factor to actually rust. They are made of things that is significantly resistant to rust or other corrosion.
They do become discolored over time and may accumulate lime go up buildup that can look like rust especially if you own high iron content surrounded by your water. Even if your wet doesn't have illustrious iron content it can still look like rust if any of the coating on the baskets have been shabby. The wire that the baskets is made of will rust and discolor the lime buildup.
CLR as recommended by another poster will remove the limescale buildup however it can be tough on the pump impeller and any other metal components as it is outstandingly corrosive so use it carefully.
If he heat element is truly rusting it will need to be replaced. Using CLR on a rusting surface will in truth accelerate the corrosion process. It's OK to use on rust stains that hold accumulated on other surfaces such as tile or porcelain but should not be used on metals that are showing signs of corrosion themselves.
