My contractor is stonewalling, refusing to complete warranty work. Other than file a complaint with my local Better Business Bureau department (which I have done) what recourse do I enjoy ?

That will get hold of his attention right quick because they can verbs his license which will in turn affect his insurance and bond. I've also used the troubleshooter at my local TV word station to pressure contractors to complete work. Most of the time, you can go to the local communication station website and look under their "troubleshooter" host to write an email something like your situation. Sometimes, if you have the contractor's email, it help to forward a copy of the email you send to the troubleshooter to spark them into accomplishment before they are contacted beside cameras in their facade.
