I am renting a brand new duplex for $750/month. It is 1200sqft. Our electric bills own been over $200 dollars respectively month and we couldn't figure out why because we enjoy the heater set at 68 degree. I took off the cover on the floor vent one day when I be cleaning and realized that where on earth the duct work came up into the floor where on earth the vent was, it have huge gaps adjectives around it. My husband went into the crawlspace and I could see him near his flashlight in the crawlspace when looking through the gap. So we realized that we are losing a ton of fry because it's going to the crawlspace. We told the company we rent from and three weeks later not a soul has even looked at it. What should I do? I own called them more later once. Our neighbors are having like issue as well.

Would this not pass by a code inspection? If not then you & your neigbors obligation to nag them until they fix it. If they flat out refuse to fix it you may stipulation to get a legal representative involved & possibly put your rent into escrow until it's fixed.
If it's not a code violation I'm not sure they are required to fix it.
