Cold Radiator Problem? I have one problem radiator that have flummoxed both a British Gas...

I have one problem radiator that have flummoxed both a British Gas engineer and immediately a local plumber. Worcs. combi boiler, less than 5 years outmoded. All rads in the house work fine except one within study (ground floor, not far from boiler) which is cold. Plumber has removed the rad and in that is flow with pressure both contained by and out of the rad. The pipe is teed from the radiator in the room above. Plumber thought it must be a problem near the rad, so I bought a new one. Still cold. Turned of adjectives other rads with exception of problem one and the rad above, study rad be still cool. The pipe leading to the thermostat on the problem rad is hot, but the rad itself is cold - what on mud could be causing this? I've see people refer to an "isolation valve" could this be the problem and if so, where on earth is it and what do I do? Plumber now think it must be a blockage in the pipe work, but why is the pipe hot that lead to the thermostat? All advice gratefully received!
Answers:    The problem is a blockage on the return side, any air, or refuse, drain down, cut the tee out on the return side, (it should not be teed into another radiator anyway), find the blockage, when you permeate up, put fernox inhibitor in, and bleed this radiator first.
If here is flow in and out when the rad is missing, then I would look check that the radiator 'stat is functioning correctly.
