Can you put the tiles down on the existing vinyl floor or do you have to cleave up the floor and put the tiles on the concrete?
Answers: well if you want to do it right- split it up- not tearing it up can motivation uneveness and peeling of the corners- it's not too badly hard to rip it up and you may spend extra time recovering it- i.e making sure it's level etc. than merely tearin it up- i made that mistake before later ended up tear up TWO layers of vinyl floor which be not fun.
You can, but I wouldn't recommend it. Your substrate (In this case, concrete) is not going anywhere, the vinyl is solitary glued to it. Which vehicle you would be relying on the glue to hold two layer of flooring and hoping it doesn't buckle or bubble due to moisture or interaction with the alien glue. Do it right the first time and savour.
