I have some cable ducting, will it be alright to overrun cable through it and then place the ducting beside the cable inside, under the hearth rug

coaxial cable desires no ducting or conduit. If you add the conduit lower than the carpet it will solely make it look worse. I would check out of out the "ducting" completely.
