Blocked drain responsibility cross-question? We removed our manhole cover to discover it was full of...

We removed our manhole cover to discover it was full of river (the drain that feeds into it be not feeding). Called out a drain unblocker, who said ours was fine and jump over the fence to look at subsequent doors drain (ours leads to theres and beyond to another road consequently the public sewer). He said theres was full of "personal hygene items" and he unblocked it and pulled out a few tree roots- he suspected they have snagged on roots which have probably damaged teh drain on her property (ours consequently began to empty). Four days latter our manhole was full of hose again. I am trying to find out who is responsible as its definatly not from our property. The drain runs from our house to hers and then beyond to another road next the public sewer. Any ideas how to agreement with this when the neighbour is not interested? Thanks

All the houses share the cost for the up-keep (general care, wear and tear etc..) but not if one soul broke the pipe ie. their tree's roots or they dug through it etc...

You would have to politely inform them that you would enjoy to pass the situation on to a solicitor etc... if your neighbour is unable to serve.
I don't know where u are, It might be surrounded by the suburbs. Sewer lines in the city by code is 1 vein from each address to the city street. In ur crust, the sewer line is running thru her property and is connected. This legitimate issue is and must be resolved by both parties. If the neighbor like to dispose the hygiene material into sewer smudge (#1 line clogger) this problem must be address. As for the cost of clearing up the line and eliminate the roots, both must share the cost. If not take it to the court and consent to the judge settle on.
