Bed bug issue? I'm living in an apt. for the past 2 years. I...

I'm living in an apt. for the past 2 years. I get bed bugs last month. Reported the manager and they sent the pest exterminator (2 visits). Costed $139 per hour so total of $700. I did not buy any furniture or did anything unusual. Threw my mattress and box springs. Hot dried adjectives my clothes and stored. Anyway my manager says I should own bought it in as the bed bugs don't move from one apt. to another. What does she mean? Should I inevitability to pay for the exterminator? I feel desperate about myself for taking the bed bug issue to them. I could have kept my mouth shut. Any process who should pay for the exterminator? Please help. I live within Arkansas
Answers:    First, check the registry (I'm not sure where to find it, but I'm reasonably faultless one exists) to see if bedbugs have been reported at your address past. They CAN move from one unit to another, so if your neighbors on either side, upstairs, or downstairs enjoy had them, then near should have been full building extermination at the landlord's expense. If your component is on the registry as having had bedbugs earlier, then the landlord is usually liable for not relating you about it before you signed your lease. If not, after you can try to fight it but it's sketchy.
