I have twice replaced the heavens vent on a steam radiator. The radiator heats economically, but for some reason the upper air vent does not seal all right when it gets hot and hose down drips out of the vent hole.

This is a STEAM radiator. The air vent are NEW - "Steam air valve" by Maid-O'-Mist

Why would they overflow? What's the solution?
Blown fuse or doomed to failure breaker?
