Sometimes the fan will start. Other times it will a short time ago hum when I power it on. If I turn the power off and consequently manually rotate the fan a quarter turn or so, it will consequently start when I apply power. Does this point to bad brushes, a fruitless starting capacitor, or something more serious?
Answers:    depends on the type motor that is driving the adherent...if it is a split phase possible reasons are 1 impossible start capacitor..2 bad start switch..3 unpromising bearings 4 unpromising motor ...if it is a permanent split capacitor..could be the 1 run capacitor 2 doomed to failure bearings 3 fruitless motor...if it is a shaded pole..1 bad bearing....does it spin freely with the belt bad or is it direct drive....the motor and fan should spin freely beside the belt off if it is belt driven, adjectives the other types of motor should spin freely if direct drive(fan mounted on motor shaft)...the motor will have adjectives the information about it on the information plate on the motor
