AC component blowing some nouns, but outdoor enthusiast is not turning what could be wrong? We are new to the full Central A/C thing. We turned...

We are new to the full Central A/C thing. We turned the thermostat to A/C and made sure the breaker to the element was on. There is some cool nouns coming from the vents but the big disciple on the top of the unit is not spinning. There is no nouns coming from the unit at adjectives. It does not sound resembling anything is going. Any help would be great.
Answers:    1.There is a big switch outside by your section, is the power on?

2.Have someone check the fuses if there are any inside the switch box outside.

3. More than predictable its your starter (Capacitor) They go doomed to failure and cause the outside part not to start.

They dont cost much maybe 12.00 unless you own to get a tech to revision it.

Any of your friend that have ac may know anout this cog and may be able to show it to you.

Its a oval shaped canister near 2 wires that plug into the top of it. Simple to change. An ac parts store supply them, or try Grainger
Just make sure inside and outside power is rotten.

You may also have a desperate fan motor, does the motor smell adjectives ? does it spin freely ?

If you do any work on the unit put together sure the power is off inside and outside.
Dont pinch any chances near electicity if your not familiar, call for a tech.
Turn the thermostat to below the indoor air temp. turn the indoor follower to auto on thermostat. turn the thermostat to cool. Have someone outside watching the compressor and fan. If the compressor tries to start and after stops (just humms) not good report. Also does the outdoor fan try to run and afterwards stop? If compressor runs for a few seconds and consequently stops, could just be low on freon.
