A shingle fell on my hot tub cover, and I would envision it's tarmacadam that have stained it. How do I verbs it bad?

You can get tarmacadam and bug remover for cars at an auto parts store (sometimes at grocery stores too, or wherever they sell vehicle wax). It's formulated to get rid of tarry substances and not harm paint. So, it shouldn't injure the vinyl cover. You might test it on an inconspicuous area first, though.
