8/3 wire run from Panel to outlet box, womanly end plug have 3 terminals, 1-hot (Black), 2-hot (Red), 3-ground(Green). But I own a white neutral unused in the box beside no terminal. Is it safe to tuck it into the box and plug my stove in?

Yes, this should be only just fine. All newer 240V appliances now require a indeterminate wire, but unless they own an electronic board in them, they won't know the difference. If your's have a 3-prong plug, just plug it within.
