My mother-in-law is insisting on moving her Winter Jasmine. Is it ok to move and when is the best time to move it.

It is well established and planted in the ground.
Answers:    Its OK to move it. The best time is when it is dormant, and not blooming. Depends a touch on your climate as to actually when. Keep it out of the ground as brief time as possible.
try to keep the root orb in tack. Protect the roots while moving it. Keep it watered .

If you have ample advanced notice, you can root prune and that will help condense the roots into a tighter root globe. (Cut straight down around the plant but do not lift it out of the ground). You can also remove some of the excess branches to help relieve transpiration that will materialize with root loss.
I think she'll own great difficulty lifting the roots. I want to get rid of mine and it is really deeply rooted. Now would be the best time though.
