Why are near small green growths on my douglas fir tree? Are they going to become pinecones?

Are they going to become pinecones?
Answers:    The Douglas-fir is a family of trees represented by 5 species; three surrounded by North America and two in Asia. The green growths are the topical buds or shoots for needles sprouting fourth.
There are two different types of Douglas Fir. I don't know which one you have. Sounds to me similar to it is just growing.
