Answers: Penisetum Alopecuroides Virdescens is a lovely grass with virtues you are looking for also one of my favourites is Phalaris Arundinacea Varigata Picta 'Feesey'. It has grey/green foliage and spiky/bushy head of seeds that whirl about within the slightest breeze, on a sunny day the effect is pretty dazzling.
Japanese silver grass and others in the Miscanthus group are close to what you want. RScott
