I applied the vigoro weed and feed on bermuda grass once previously but it didn't make much difference. I am thinking it be because the grass was completely long and I didn't bag the grass. So possibly this affected the application. Any concept?

Yeah.probably. The weed contract killer in weed and nurture relys on it sticking to the broader leafs of weeds. That is why they update you to do it early surrounded by the morning when the dew is still on the grass. You could always marine the lawn merely before application also. The moisture allows the product to stick and become gripped by the weed. If the grass clippings were lying on the surface, it could protect the weed from getting the product. Also, if you just mowed, the weed leafs be mowed also. Apply it again over a wet, unmowed grassland and and let it sit for a couple of days formerly you mow.
