I live contained by the midwest and the rule of thumb here is to plant potatoes on Good Friday. I just plant them around that time of year and other have a suitable crop.

Answers: I plant mine perhaps in advance than I ought to, but in generous containers. 3 tubers per pot. I cut a piece of plastic to cover the top and I leave it on until the first shoots are through. Then I remove it, and merely cover them at night beside an upturned pot if there is a forecast of frost.
