You can prune it any time, but as beside all palms, you should nick only the brown fronds and up to the brown ones, disappearing the all green top. Palms use the mositure from the fronds to nurture them during stressful periods. So, Pruning is simply to remove dead and spent fronds, as a rule.

Cold usually stresses Sago Palms and taking the winter kill past its sell-by date should be ok.
If you want to emphasize the trunk, you can cut past its sell-by date the oldest leaves. Cut them as close to the trunk as you can.
