When is the fail-safe time to plant autumn flowers?

end of August till November

It really does depend what they are. Many such as Alstromeria, gerbera, Iris and freesia are perennial and should be planted as soon as possible, others like snapdragon are annuals, seedling should be planted a couple of months before flowering. Seeds need to be started within late Summer. Plants can be set in precipitate Sept., after the Summer's heat is gone for a beautiful Fall show surrounded by Oct. - Nov.
Answers:    Corms such as montbretia , colchicums (Naked ladies) and autumn flowering croci should be planted now.
Container grown shrubs and perennials can be planted whenever the soil is workable.
