When is the right time to plant roses? ...

We've planted bareroot roses in blinding snow storms. As long as the ground can be dug, you can plant bareroot roses....the push button being you hastily cover them completely up with extra soil and straw. Then as the weather warm you gradually reveal them.

Container grown w/o leaves can still be planted nearly any time if you can insulate the stems from sudden cold. Encircle the plant with chicken rope and fill beside dry leaves or straw.

If the roses have leaves, after wait until the Spring weather settles, to be precise no more frosts.

I wouldn't plant in hot weather as the plants have need of to establish those roots and can't take up dampen efficiently to cool the plant.

Falll planting is OK too but realize surrounded by cold climates you'll have to super insulate the plants as they are still getting used to the soil and growing roots.
Answers:    Actually you can plant roses anytime of the year providing you water more during mid summer and smaller number during winter.

The best time is early spring or unsettled winter. This is also good time to prune roses. Do not fertilize until you carry new foliage. Then use a dutiful ROSE food fertilizer.
