When is the best time to plant leeks and parsley.?
As soon as the soil can be worked. They are cold weather crops and can be planted earlyer than the rest of the garden.
I start my leeks indoors under lights within December/january and than transplant them out Between March and Early May (I do thousands, all planted by paw so it can take me a while to gain them all surrounded by, especially if the weather does not cooperate-too snowy/too rainy). Leeks need a long time to grow but most can withstand remarkably cold temps and some can overwinter with no protection
Parsley get started indoors under lights within mid Feb to early March and is transplanted within mid April under row cover. If you hold no protection for parsley wait until your concluding frost date to plant. Parsley that is subjected to freezing temps will live but bolt to core in June or July making it pretty useless for adjectives (but will give you parsley pip which is a nice seasoning, a lot resembling celery seed)

YOU CAN ALWAYS WATER MORE --- THIS WILL MAKE YOUR SOIL ACIDIC
YOU CAN ALSO TREAT YOUR SOIL WITH PHOSPHORUS -- I THINK THIS WILL HELP ON ROOTING OF THE HABITATS
