Answers:    I divide mine usually early spring because of cold winter temps( S I New Zealand) but it depends on your own climate.
I verbs up the clump and using a sharp spade split into separate plants, a lot of small ones or a few bigger ones. Then tidy them up by removing old-fashioned or damaged leaves and replant
Agapanthus is extremely hardy here, up to -6dg approx and one year 6" of snow
Mine usually flowered subsequent season although not many flowers

Agapanthus is not a weed here but surrounded by some areas of North Island are considered a pest weed

Have not had any problems next to dividing Agapanthus every few years to get more plants and/or to run down size of clumps
I would separate late stumble the plant is dormant. After separating place some fertilizer about 2 inches from plant. When plant first starts to come wager on to life it will emediatly start getting the nurishment it wishes.
