I have a landscape area where on earth there is a nice mid size tree which have no plants or flowers underneath it mainly because within the past doesn`t matter what we tried to plant there died and didn't ultimate since the tree took most of the water away from the plants and flowers that we tried planting here.

Don't know how that happen, but if that's the case you may want to use a "raise bed" approach for whatever you plant. IOW, use wood or stone that allows you to put on a pedestal the ground level at most minuscule six inches around the tree. Also, use a deep root river tool to get hose down down around the tree at least two foot deep and the consent to the water run for at lowest 15 minutes to dissuade theft. You don't hold to use the fertilizer that they sell, merely water.
