What parts of the garlic plant can be eat? Can the tubular main stalk be eat safely ?

Can the tubular main stalk be eat safely ?
Answers:    Of course I use the green fragment of garlic like a chive. A little milder than the bulb of the garlic but in recent times as good. I also use the bloom of the garlic as a frills or to add color to a salad. It also have a milder taste.
I've never hear of it being done, individually...though a google search related something call "green garlic" which was much close to leeks.
