Anyone know what kind of tree this is? (Im within NY) Also, does it grow this way, or did someone prune/shape it to grow approaching that?

Kumquat tree position?
Answers:    It's not easy to make clear to from the pic, but it could be a wisteria, flowering in May contained by southern NY, later surrounded by the north. Would have be pruned to maintain that shape. Flowers are purple and deluge downward.
What is this plant call? :)?
It looks like a weeping something. It appears to be overgrown so it is difficult to enlighten which one but there are:

weeping mulberry, fig, pea etc.
