Bamboo may enjoy a shallow root system, but it travels by rhizomes. Bamboo is EXTREMELY invasive. And I believe there IS precedent for liability for rattan damage.

You are hired to rectify the flooding. Your solution redirects the wet onto the neighbors property. The neighbor has EVERY RIGHT to sue for mischief to their property. The same holds true for any plant material that travels and negatively impact a neighbor's property. If it is PROVEN that the bamboo is harm the well, the personage who planted the bamboo is liable for damages.
