artex gives a textured finish to a wall or ceiling usually on the inside but you can take textured walls outside.
It's not very chic at the moment and the only road to get rid of it is to hold the walls re-plastered - which costs
the alternative is to have textured wallpaper (such as woodchip) which can be steamed past its sell-by date afterwards
