I have a clay base soil. It appears in spring. Sometimes seem to intensify after fertilizing. In shady areas.
Answers: If these areas are occurring in shady areas after fertilization it could be pythium. Pythium is what cause most types of fungus. Do not use a high Nitrogen fertilizer, it will increase the fungus. A fungicide is requisite. The first thing I would do is check the soil. If it is really frozen or loose and dry after the first 2-3 inches, then it desires water. Check the palm leaf blade for blotches, depending on where they are on the palm leaf will determine to treat. If the blotches are at the bottom, the fungus is new. If they are towards the top and the rest is green, consequently the area is growing out of it.
