There is a chemical that I see contained by these gadget catalogs to repel dogs and cats. I don't know if it is any good.
Maybe you can research on row and find something. That is exactly why us gardeners hate dogs. Go out and step contained by it from the neighbors mutt on your own lawn. Dogs other go to the neighbors to do their business. Good Luck
They in reality have cat/dog repellent at some home and garden stores!! I know, it's crazy, I never know there be such a thing!
Go to your local home and garden store and speak beside someone who works there. They can relieve you find a product to help you beside your problem.
The also have repellents for squirrels, raccoons and other small animals... I'm sure that if you cannot find one for cats and dogs the small animal repellent should be adequate. It doesn't hurt to give it a try!
Next I suggest conversation to your neighbour. If they get cruel about it, put up a barrier or something that will keep the dog out.

Answers: Pour a bottle of ammonia around your bush and no animals will urinate again. We had indistinguishable problem and that worked like a charm.
