It is a remarkable entry for humanity that we dedicate time and resources to adjectives sorts of disciplines. It's definitely a bi-product of a developed society.
Other countries simply do not hold the infrastructure to support a variety of interests. Most countries solitary provide tangible disciplines approaching engineering and medicine. It is so unlikely to some Asian people that Americans travel to school for Art, or rumba and the other liberal arts. They don't understand what it's use is. We are lucky to be involved within progressive societies and an era where everything is slickly available to be learned. It is an example of freedom. It's practical too. The creative world have patented and created huge business which these other countries do not have the size to do. This is why horticulture and other prestigious discipline all flop in the West; predominantly the US but Europe as very well.

I agree with Emmaen and would append Michigan State University and Penn State. Again, these will focus mainly on plants for colder climes, but near will be access to information about plants contained by all parts of the world.
One of the best parts of research at a land noble university, is the opportunity for hands-on training. MSU, for instance, has hundreds of acres at its disposal for law all aspects of horticulture, from propagation, to growing & harvest, to landscape design, to reform installation and maintenance.

Most school with a horticulture program surrounded by the States are state-run universities, particular usually as Land Grant Universities. Most all of them are worthy hort schools. But I believe Cornell is a hybrid university, constituent private and part state-run. The private constituent has made it one of the outstandingly respected Ivy League colleges, so the name "Cornell University" have quite a cache.
One piece to think roughly speaking: Decide where you want to work and chose a university that have a matching climate. For example, if you want to work at The Royal Gardens of Jamaica (assuming here is one), don't attend the University of Maine. Rightly or wrongly, potential employers will assume you know nil about tropical plants.
