Hi michelle, ideally you should allow the Tulip stalks to die back first back cutting them stale, resisting that temptation to cut them making it look neater, that approach the plant is not stressed and nutrients are returned back to the ground.

Answers: Let the stalks wither out first. The bulbs are still getting nutrients from the stalks.
