We just moved to San Antonio which I believe is zone 8b... but I don't really know what that ability as I'm not much of a gardener. However, I think Texas would be a apposite place to start.

When should I plant outside - annuals & perennials? I'm thinking April 15 is that a good time?

Answers: Tomato seedling can be started anytime during the rest of this month inside. Do not transplant outside until last frost, which is usually considered not dangerous after Easter. If you have one of our sudden change of weather, like postponed frost, protect young plants near plastic tents or large can placed over plants.
Depending on annuals, some can be planted in March or April (ones which prefer cooler temperature, like Stock, cyclamen, several others. Some prefer space heater soil, like periwinkles and caladiums. Just ask reputable nursery personnel what annuals to plant when. As for perennials, optimum time to plant these is surrounded by the fall so that their roots will grow through tip out and early spring, next be ready to bloom at appropriate time. Some perennials enjoy to have be growing for 2 seasons formerly they flower for first time. Other good time is rash spring, after last frost, if any. Is most big to check with plant professional to see what to plant surrounded by Texas, whatever zone, and when. Very different stiffness ratings from what is grown in East, North and far West.

San Antonio you can probably grow year round, with somewhat protection on cold nights.
