Property lines, fence, and problems? Ok. There is a fence right down the middle of a property...

Ok. There is a fence right down the middle of a property smudge. I have 2 sizeable dogs. I am wanting to put up a privacy fence, but my neighbor (whose rank the fence is on) does NOT want a privacy barricade. He wants the regular 4 foot secure fence moved out alone. I am worried that my dogs will eventually jump the obstruction. Who has the right to determine what generous of fence go on this property line? I enjoy had a survey done, and yes, the fasten link blockade is on the line. Also, on the wager on side of my yard is a wooded nouns owned by a different person. There are trees that are within the path of where on earth I would put the privacy fence. More afterwards half the tree is on his side. Mainly huge roots, overhangs, and dead limb on my part of the property. Who is responsible for the removal of these trees or tree parts for me to be capable of install the privacy fence?? As for the trees - if the trees are not on your property, you may not remove them.
